A country's infrastructure (roads, train tracks, water treatment facilities, schools, universities, hospitals, etc) SHOULD be damaged during war. This damage could either be intentional (through a new form of war targeting), or as collateral damage from attacking population based targets.
There should be no moral problem with intentionally blowing up schools and hospitals as this is little different to nuking cities, which has been a war feature from the outset.
Directly targeting infrastructure would also allow new methods of damaging an opponent that you may not necessarily be able to conquer militarily. Lets see how your country goes with your universities lying in ruins and a large number of your academic staff slaughtered. You get the picture.
Vote YES if you think Country Infrastructure should be directly targetable in war.
Vote NO if you think Country Infrastructure should not be directly targetable in war, or if you think country infrastructure shouldn't be damaged during war at all (the current situation).

The proposal has been ACCEPTED.
This is a great suggestion that we will like to implement. A first step will be implemented within several weeks and will involve results of war in terms of damage to the infrastructure, displaced people, refugees leaving to neighboring countries etc.
The introduction of these effects will be just after the upgrading of the game with natural disasters and recovery that will allow us to easily introduce more events that can be triggered by user action like war.
These new feratures will also make it possible to reduce the devastating damage to cities with huge numbers of dead and wounded and make the war index depend on a new set of factors.
