Public relations. Status: Will be implemented

Detailed Description:

The idea is to add new game page where you could see all public relations:

1st. We should see all Peace Treaties between players in the whole world. Add new option to sign "president to president" Peace Treaties not only "country to country".

2nd. Add new option to sign War Treaty with specific country or president. Now there is only in Federation War Treaties and if you want to sign more treaties with more countries you must start new federations to do it.

3rd. Add new option to sign War/Peace Treaties between federations.

All these relations between countries and presidents should be available in one page. You could group everything etc.

This is only the basement, but it would be a nice step to create modern political system in SimCountry.
