Detailed Description:
Grant the Security Council the power to authorize military force against presidents who abuse the secured mode. This is already done by individual presidents but allowing the Security Council this power would reduce the numbers of innocent parties affected by fallout, allow a democratic voice in the use of military force, and allow a payment system to the Presidents who serve as the police force for the Council. The security council should be made more powerful. Secured countries can be fought against in an economic war. We do not see how the security council can start a war against a country in secured mode.
