Making Levels 8-10 attainable Status: Fixed

Detailed Description:

Currently it is impossible to exceed level 7, due to the requirement of 70 on the development index. This index does not exist so therefore it is simply impossible to score anything other than 0. I feel that they should either remove this nonexistent index as a requirement, or make it part of the game. So please vote yes if you agree, or no if you think this impenetrable roadblock should stay. Thanks Man of Peace

We now have 15 game levels and we will have even more in the future. The development index is not part of the game yet and none of these levels depend on the development index.
