we sould be able to develop stuff not just buy it we could set up research centers to make our weapons better or to build stronger buildings and so on there could be corps that do research and with time we could not just make our weapons better but even create new units unique to the country making them like stealth bombers vote yes to be able to do research vote no to keep having the same old stuff.
