Detailed Description:
If you have an empire, it is inevitable that you will spend quite a bit of time exchanging workers between the countries, in order to achieve the optimum balance.
At the moment, every time you do a worker exchange, you have to propose from one country, switch to the other country, accept and then switch back to the first one again. This takes quite a bit of time when you have several countries.
I propose that, when you exchange workers between two countries that you own, there is a click link option to propose and accept on behalf of the other country. Obviously, this would only appear when exchanging workers between two countries that you own.
If you would like empire worker exchanges to be quicker and simpler, please vote YES.
