Detailed Description:
I think that countries should voluntarily be able to give game cash to others in need of it (like mine) I have an 18 trillion$$ debt in my country that i may not be able to pay off. this wouldn't happen if this feature was added. so please vote yes to save countries in debt. vote no to let me drown in my debt
