Detailed Description:
There is a shortage of low, medium, and high level workers in a great number of countries. This is caused by over-education. A solution to this problem would be to allow professionals, ex. teachers, nurses, managers, etc, that are often times in surplus, to migrate down, and take up worker level jobs until they are needed in order to fulfill their professional positions. Call them part-time employees. After they graduate from college, if they cannot find a job within a few months, they will assume a part-time worker job.

We agree there is a need for more worker flexibility. We have tried to introduce movements between professions but it is insufficient. We intend to introduce temporary services that corporation can buy to fulfill all jobs if people are not available. We want to do that first and then if needed, add more flexibility. This proposal, is very complex to make. It requires the model to know what profession workers came from so it can return them later to the original job.
