Shortages in the labour setup of your country
Many beginner's countries show an imbalance in the labour system with many shortages. It is hard for these beginners to fix the shortages and grow their economies.
Especially for them, and for countries in game level 1,2 and 3, we have introduced more flexibility and more movements between workers groups and try to make it easier for these players.
This support system exists for a long time but we made it work a little harder to balance the workers groups.
