Can countries merge?
Countries cannot merge. However, if you attack and conquer a country (not a very nice thing to do), you become the president of that country. You get the password and you may run it. In that case, you can move resources between your country and the one you conquered. You may even move some people every month. It is possible to conquer multiple countries and build an empire.
