If the general economic automation setting is on, (and in the first 90 days), reduce salaries in state corporations by 10% if it is making losses this year, and last year and has loans >=20B. The feature cannot be turned off.
Also reduce state corporations salaries by 10% if the salaries in the corporation are higher than government salaries or if the average salaries in state corporations are more than 50% higher than government salaries.
Reductions stop if salaries are as low as level 10 (100 is standard).
