If the Transportation Sector Setup feature is turned on and the county is in game level 1-3 and the transportation index is <135, more roads, train tracks and water treatment facilities will be build until the transportation index reaches the target level of 135. The function will not be triggered if the country is in debt. Changes are small and gradual and will not cause any big changes in the health index.
