Damn right - my indices are all over 300 now and yet my overall educatiobn index is 168?!?
There must be other factors eg the GOvt Sals

Well got a reply from Jozi. He says there is nothing wrong with it and that he will explain it again in the next update and also publish the way it is computed.
There was something in the old update about this:
The education index will gradually change. It is now split into three indexes. The school index, the high-school index, and the universities index. The education index will move in the direction of the lowest of these three indexes. Changes in the index will not be direct but will depend on the current value and the lowest of the three separate indexes.
Having many universities and no schools will cause the index to drop.
This change is now introduced but its influence will gradually increase in the coming weeks and users are advised to bring their education system into balance. After completion of the transition to the new index, the education index will be: Education index = (4 * previous education index + new value) /5. New value is the lowest of the three partial indexes: The school index, the high-school index and the University index.

But that formula isnt right ... unless the "previous edu index" is actually the current one when the index is recalculated the next month change.
So right now I have 99.76 overall index and my education index will be (4*99.76 + lowest partial index)/5
So in the end the index value for me would still be lower than my lowest partial index. But if it is recalculated every month is should gradually even out and approach my lowest partial index.

But all that still doesnt explain how the overall index got below my lowest partial index
