I've found if attacking a country 3 to 4 countries away the range of land forces can cause this, attacking with a slightly closer country (same type weapons) I was able to damage after the initial country could not damage. The closer country could attack some corps and towns etc but not all and switching to the closer country I was able to hit those that were not able to with the other country. Not sure if this could be your problem though..

Hey game programmers this thread you should look at carefully and make sure everything works properly before implementing new features.

They have a pretty hard job, trying to introduce changes into an ongoing game without shutting it down and starting over is rather hard to do at times.
All I can say is every single time I've pointed a bug out to them along with as complete a description as possible (including what I did to encounter it), someone has always gotten back to me either explaining the process if it wasn't a bug, or telling me that it had been addressed and asking me to let them know if I saw it again.
I'd be the first person to agree changes need to be made and the program has some flaws, but IMHO the programmers are doing an excellent job when problems are pointed out to them.
If it cannot be re-created by them how do you expect them to address it?

It's doing it again.
I guess when I do a war inspection and it says I can use ground forces on a country what it really means is I can use ground forces on part of the country. In this case, a very small corner of the country.

I take it back. I can't attack anything in this country. The country name is "NG2" if anyone wants to take a look for themselves.

This started when I was warring with HR. I had his country down to 78% by destroying 3 cities in 3 attacks. The end of the month took over, when the new month started so did this bug or intentional sub-program. The smaller war index decrease for each target kicked in also. That was the sole reason I gave up on HR. I noticed that my weapons/ammo usage per war index percentage decrease was out of wack. Distance does not matter. Weapon type does not matter. Tested all. Tried different time periods of the month with no success of nailing down a pattern. I have come to believe it is tied to the economic damage done to a country so recovery during the war is slower. When it freezes I take out a few factories and it un-freezes. Could be coincidence.

I can hit with long-range weapons now, but still can't hit anything with ground.
I'll just have to declare with a different country now...and buy more weapons, and waste more time.
