With the recent changes in the employee requirements to the Corps hiring levels, I would like to offer the following suggestion.
The employee classifications, LLW (Low Level Worker), MLW (Medium Level Worker) and HLW (High Level Worker) need some degree of refinement and evaluation.
The LLW classification is directly related to the birth rate levels (morale et al) and should be further refined to adjust automatically by the Countries overall status in relation to its’ indexes (Health, Education and so on). If a Country is at a high “satisfaction” level, the birth rate will be high as reflected in the high level of available of LLW’s.
However, the MLW and HLW classifications should not be directly related to the above requirements. There is an inherent shortage of MLW and in particular, HLW. The education system is not working as intended with the production of these workers from the LLW work force.
My proposal, to alleviate this dilemma, is to ADD the MLW and HLW classifications to the “Education Priorities” page. The school system, which the player can regulate by determining the number of schools to construct, can determine the proper priority level for the production (graduation) of these worker classifications, just as they do with all the other job classifications.
It would be well intended on the part of the Game Gods to add the MLW and HLW classifications to the Education Priorities page. This will correct these inherent shortages and directly improve the overall economic health of the Corps, Countries and SimWorld as a whole.

As I've understood it, MLWs and HLWs are work skill progressions from LLW.
If that's the case, we shouldn't touch it.

One way of getting them is to increase efficiency, you use more high tech but the lower level workers are put back into the available workforce

Yes, CZ, your correct. But the function is not working as designed. It needs the hand of (Game) Gods to intervene.
@ BI, Efficiency is maxed out. The problem is the production (training) of the MLW and HLW from the LLW work force.

Well, I just build a corp even if MLW and HLW are missing, knowing that the LLW will soon be skilled enough to do these jobs.
