1. Your problem is that your Profit and Tax percentages are too high, the default 80%-30%.
Not only am I at 0%-24%, but one of the first things I do as a President is to cut the Profit payment.
With your cash, you can easily afford to do it.
2. I once had 6 Air Transport companies in a country and thought that was high.
3. I have 3 in the CZCP. Maybe we should start an Air Transport cartel.

Wooden Vale, I agree with CZCP. If your corporation profit payments and taxes are too high they will frequently run out of available cash and take out loans. I have my tax at 60% and profit payments at 1%. Even then, my newest corporations are taking loans. This will happen until they build up a cash reserve after they are fuly upgraded. 9 left to upgrade at this time. John :-)
