I have shortage of high level workers. Is it right, that it follows with lower traintracks maintaince? How to get more HLW? How to make propper maintance (also for water threatment plants) ?
PS: I was played a whitegiant and recently moved my country to that world, so I am a newbie here. I had no problems with maintance before.

Shortage of HLW arne't related to that at all. As to how you can avoid shortage, join a common market and get those maintenance contracted to your country.

What`s wrong with the traintracks maintenance corps you already have?
It makes more sense to sell your corps products to your country and the remainder on the open market

My traintracks maintance corp had 0% production level for few months. It bought materials and had enough workers, but not working (maybe it is some kind of bug?..) Now it seemed be start working again. However I ordered another new corp for that reason.
Is it true, that to sell corps products directly to country, I`ll need to reserve production? Should I use automatic setting, or I need to set it manually?

you will be able to offer your corps products for sale on the "local market" at up to 50% above market price, any contracts signed will be automatically reserved and you don`t have to do anything else.
It would help if you belonged to a common market and traded with other presidents and CEOs

I still have that message every turn:
Due to a lack of Traintracks maintenance, Father Frost Republic was unable to maintain its Train Tracks.
But I have 3 traintracks maintance corps and all of them are working properly! What I am doing wrong?

Your corps sell to the international market by default and not to your country.
A country requires around 1 traintrack maintenance per month for each mile of train tracks that it possesses.
If the country does not have sufficient traintrack maintenance in its stock and its orders for them from the international market are not fulfilled due to insufficient supply, you lose 8% of the train tracks which your country has for every month that your country suffers the shortage.
