Why is the country having civil unrest (lost 2 companies with another (software) badly damaged in the past 2 months)

The news says it's because of the "poor" education system. It's got a 70.2 index with the facilities in place as shown below.

You have a Finance Index of 197.4 but a Welfare Index of only 92.3.

The government has money, but is not spending it on the people.

Therefore, the rebels have taken up arms.

I have 127 Welfare index but only 104 in Finance index. Could we switch? =)

Rebellions and civil unrest
Main features and changes:

The chance of a rebellion is higher if there are more than 5 conquered countries. Rebellions can damage both state and private corporations

Civil unrest is introduced and it will occur if countries are very rich but keep health, education, transportation and social security low or if countries are poor but increase education or health etc. to very high levels to gain score points.

Details:

Conquered countries as the source of civil unrest
Rebellions occur in conquered countries that are part of a large empire. The conditions for a rebellion in a conquered country are:

If there are more than 5 conquered countries, the chance that a rebellion will hit each corporation is 50 * the number of conquered countries / welfare index

Example: If the welfare index is 120, the country is occupied longer than 12 game months and there are 12 conquered countries the chance for a rebellion is 50 * 12 / 120 = 5%. The chance that a corporation will be hit is 5%. This is true for all corporations, including the private corporations in the country.

Civil unrest in rich and in poor countries:

Education as a cause of civil unrest
If a country has a financial index higher than 150 but keeps the education index lower than 80, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (80/education index) / (150/financial index). If the education index is 40 and the financial index is 180, the chance for damage in each corporation is 2.4%.

If a country has a financial index lower than 80 but keeps the education index higher than 150, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (education index/150) / (financial index/80). If the education index is 180 and the financial index is 40, the chance for damage in each corporation is 2.4%.

All types of corporations may be the target of a rebellion.

Health as a cause of civil unrest
If a country has a financial index higher than 150 but keeps the health index lower than 60, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (60/health index) / (150/financial index). If the health index is 40 and the financial index is 180, the chance for damage in each corporation is 1.8%.

If a country has a financial index lower than 80 but keeps the health index higher than 150, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (health index/150) / (financial index/80). If the health index is 180 and the financial index is 40, the chance for damage in each corporation is 2.4%.

All types of corporations may be the target of a rebellion

Social security as a cause of civil unrest
If a country has a financial index higher than 150 but keeps the social security index lower than 50, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (50/social security index) / (150/financial index). If the social security index is 40 and the financial index is 180, the chance for damage in each corporation is 1.5%.

If a country has a financial index lower than 80 but keeps the social security index higher than 60, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (social security index/60) / (financial index/80). If the social security index is 75 and the financial index is 40, the chance for damage in each corporation is 2.5%. All types of corporations may be the target of a rebellion

Transportation as a cause of civil unrest
If a country has a financial index higher than 150 but keeps the transportation index lower than 70, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (70/transportation index) / (150/financial index). If the transportation index is 35 and the financial index is 180, the chance for damage in each corporation is 2.5%.

If a country has a financial index lower than 80 but keeps the transportation index higher than 150, it will experience civil unrest. The chance per corporation to be hit by civil unrest is: (transportation index/150) / (financial index/80). If the transportation index is 180 and the financial index is 40, the chance for damage in each corporation is 2.4%.

All types of corporations may be the target of a rebellion

Once this feature is implemented in the game later this month, other limitations on indexes will be relaxed. Social security, now limited to the range of 40 to 76, will be allowed to vary from 10% to 100%. Other limitations will also be relaxed.

These changes will allow users more freedom in their choices but also put more responsibility into their hands with a chance for rebellions higher than before.
