At what point does it make it irrelevant to continue construction of more roads/rails/wti?

Currently, I have 2 to 1 ratio of roads; 62,363 built vs. 30,373 needed, with 5,000 more miles on the way.

More than a 4 to 1 ratio of rails; 53,078 built vs. 12,150 needed, with 5,000 more on the way.

And approximately 25% more ratio of Water Treatment Installations (wti), 85 built vs. 61 needed. No additional under construction.

Although, the maximum Transportation index should never go above 250, mine is currently at 218.72 and it does affect the welfare index, but does it make any “monetary sense” to build continuously, i.e. increase the population level by having happy campers making more babies?
