Don't worry: it's actually happened before.
During the old days of the "invincible Nuclear Submarines" (that was a few months RT pre-transfer), Fully intentionally declared war on Jozi to demonstrate to him how farcical they made the game.
He then announced his intentions on the bb.
When the 4 months lapsed and he was allowed to start the war, he got a special message on his war page when he tried to fire telling him that country couldn't be fired on.

Grey, I put it here just to let people know that it was a mistake for me to declare war on Jozi. I make mistakes in the game at time and I dont mind admitting it. Even I am smart enough to realize that a war against someone who controls the game cannot be won. All Jozi had to do was erase my military by a few key strokes. As a result of my declaration you will find that Jozi no longer occupies a spot in the top 100. He has taken the rating off his country and has also put the W3staff identifier on it. Also, I like to post messages even if they are not needed. John :-)
