I thought I've read that countries that are part of an empire couldn't be tagged "peaceful" - now I see many countries that are both part of an empire and peaceful. So it's now possible?

Gee. I hope not. I know of some folks who have 12 or more that they converted to peaceful status. I know they had to remove them from their Feds, but they are still listed as an owned Country. I didn't read anything about paying an extra gold credit for each one converted. That would be a bummer... if so, you will see hundreds of Countries being abandoned.... such a shame.... "The Horror, The Horror" .....

Yes you have to pay one GC for each peaceful country you own... eventually ... but not right now

In anycase to answer the question, they allowed people to become peaceful irregardless of how many countries they own. This is why you have seen this. They will at some point make it to where you can't own more than one peaceful country per account.
You would need multiple accounts to have multiple peaceful countries, at $5 apeice. I wish though that they would begin deleting multi accounts, as they do on the free worlds.
Wrath, I know longer own more than one country.
