hey,
been improving my country slowly.
i started off with ~60% unemployment. it's now down to ~12%. however, many of my countries have started to lose workers. one is now hovering around 37% hiring. i've turned off automatic production/hiring and set all to 100. i've been raising salaries and i've tried to set education priorities reasonably well. at least what seems to be necessary. am i missing anything? is this normal?

You have no high tech seniors for hire. Each corp hires the percent of low level workers that it hires of high tech seniors (and all other types). If you can only get 37% of high tech seniors, you only get 37% of all the others. Your glass factory is only getting 3 of 9 needed. That's holding everything else down.

Currently your education priority for seniors is zero. So you aren't getting any.

Raising salary will only pull more people from other companies, not increase the total hiring.

Stop building quality and effeciency improvements. A Agriculture companies don't need the high tech people until they are upgraded. Then when you get the high tech people you can start to upgrade.

the zero education priority i overlooked.
just one question, i understand how efficiency upgrades can negatively affect hiring, but why quality upgrades?
