Depends on where you get the loans from. You can either request specifics or best conditions, not both. When asking for specifics the auto system will match your request as closely as possible to player given loans, interest rate first then length. Best conditions will get you a World Bank loan at your countries rate and 36 monthes.

When it comes to player given loans you get the 1% but the length is already pre determined by the person giving the loans. When you OFFER a loan you pick how long from 1 month to 120 monthes. When requesting a loan your at the mercy of player lenders in terms of length, and the auto system will pick the loans closest to your request in that respect. Player given loans however seem to be drying up as a 1% return is pathetically laughable, players are trading in extra cash for GCs, players not offering loans in an attempt to help keep down their FI and score, fewer active presidents, and smaller countries producing less cash.

With how low interest rates are I dont see any reason to refinance or pay loans early. When the old rates were in place (4% for player given loans and up to 12% for World Bank) it made sense. With fewer and fewer countries actually offering loans for various reasons it becomes even less sensible to do so as your probably get stuck with loans with higher rates.
