With the number of new CEOs having increased dramatically recently, so too has the number of CEO bids and requests to build in player-owned countries. This can easily be confused for hostile gangs of CEOs. Most established players who know how to sabotage CEOs would rather spend the few seconds sabotaging a corp than spend the few minutes writing a request to not build or bid--a request that might not even be honored by the CEO.
You may also have missed some of the subtle communication from the president. If a president lowers their taxes in response to a CEO bid, the president is trying to raise the MV of the corp to prevent it from being taken. Additional bids is usually seen as hostile action. If you were indeed ignorant to this subtle communication, I would tend to agree with Anton--neither of you were to blame.
