No Clear hat, not offensive and strategic weapons, just the ammo that they use. This way no personnel are required to support the offensive headstart, and presidents are free to buy (or not buy) whatever offensive weapons they want.
Attack and defence strength could be modified with some morale effect, but the the maximum morale bonus/penalty would have to be relatively small to prevent abuse (maybe +/- 10%). Morale for the war could be computed on kill rates and on the economic cost of war. As examples: a war where a higher percentage of enemy is being killed than your own losses would boost the attackers morale and lower the morale of the defenders; a war where the attacker is losing several times the weapon and ammo cost of the damage inflicted on the defender would lower the morale of the attacker (the people back home are not happy with the cost of the war, want the war to end, and this flows through to lower fighting effectiveness of the agressor).
