I don't think adding the ability to take part of a country would be a good idea with the current setup. It would require a complete overhaul. Adding a capture target button that took more weapons to complete would be better. When using land forces you should only be able to attack the enemy at the border and you would have to work your way in destroying or capping targets as you go. And if you held most of the country, like 75% or 60%, including the capital then after 6 months the war would automatically end. Or it could be that holding targets would lower the war index. Like if I held a city it would lower the index by a portion of what its destruction was worth and so if I held enough large cities that eventually the countries war index would reach 0.00.

Yes, infantry would be a nice addition. They would take more casualties in an attack. Be more effective in an air drop. They could be individual and require only one LLW per unit or be put into platoons with officers.

Fire deparments and police deparments would add some cost but it would add realism and maybe give a small bonus like police would prevent penalties maybe even give a small welfare bonus if enough police while fire deparment would benefit housing prices and give a small welfare bonus. Adding police in would need the ability to use your army in your country as a crude police force should anything drastic happen or use in a newly captured country.

There needs to be more options for integrating capped countries especially if its next to your main or another country you capped.
