The thing is the game already divides land up into areas, those areas are the countries. I have been tempted to want subdivisions in countries, but then I realized it was the same thing as having an empire of many countries, just at a different scale. You can move units between countries, up to a limit, move resources, attack from several countries, etc. If you think about countries as being more like cities, things make more sense.
Maybe the problem is that C3s are too costly to take over, especially within the reset period. If it were easier, larger empires would be more common and real imperial wars would be more common, with gains and losses country by country.
