Dont realy know, I let the automatic thingy do it.
My previous experience was 3% drops only, but I dont remember at how high the salary levels were.

I would. I see no point in haveing Salary above 300 other than to retain workers. Perhaps you could expand upon that a bit more?

Its not to me when I moved a corps to a country that holds salary levels less than 300, and my corps was over that by a great deal.

Perhaps they dont, this corps was well over 300 Im not 100% certain but I think it was around 700ish when I finaly closed it. It definitely was paying more for salary than it was makeing selling its goods.
Its my opinion a corps shouldnt be allowed to, raise salary so high it exceeds the profit by a good 2-3B a month. Its bad for the corps, its bad for buisness. No profit seeking Enterprise would do this.
At any rate my suggestion still stands. You should be able to drop the sallary to at least within 10% of the new countries average salary.
I say this because all your workers come from the new country, therefore there is no reason to have the salary drop gradualy as your workers will be at 0. And they will be use to a lower average sallary.
