This does look like a nice idea but i would like to add more this. Maybe as the U.S. does to some Japanese and chinese exports to the US is tarrifs. the tarrifs could be in the finance as taxes or it's own thing. but to promote trading you could have something like the current U.S. with Mexico. NAFTA agreement(north American free trading association) this could open up trade with each country or countries reducing shipping cost by x percent and reduce shipping time by x percent. You could also reduce or increase tarrif amounts to make trading with an x country look more or less favorable based on tarrif percent.
I don't know on adding more time for delivery for military assets because it already takes 2-3 months.
