If you mean in terms of the contract going up...

No, I just mean setting a flat value, not a monthly-recomputed variable value

So long as your not building corps or buying military units there should be no reason for your corps to drop in production/hiring. If you do have

I have automated hiring/production levels. These fluctuate based on the market and so have different consumption levels each month, often dropping them *below* the value from the initial contract.

Now, some of this may well be because I've only been running the country for a few game years and, when I picked it up, the comptuer automation had already built many more coorporations than the country had workers to fully staff. Some corps had about 10% employment when I picked them up, though I've shut down many of the financially unproductive ones.

Accordingly, workers are shifting each month from corp to corp, which causes significant fluctuations in production and thus resource demand.

Perhaps this is only a problem in the first several weeks of gameplay, until the country's population/worker level catches up? Yet in Trade I've seen lots of other people who complain of a lack of LLW, so surely this isn't a rare phenomenon.
