Something that would make this game much more interesting is if there were merchant traders. The way the trading system works is highly unrealistic--how does Services get instantaneously transported from one side of the globe to the opposite side? If there were merchants, that would put a natural delay on the delivery of items, which could depend on how well upgraded the merchant ships are. With player merchants, certain empires could be preferentially treated or embargoed, adding another dimension to the game. A player would have to interact with other players a great deal to have a good chance of succeeding.
With limited resources, population would have an optimum value. Population control measures like birth control or slave trade could be implemented for players to control their populations. Border control and/or deportation of certain groups would control immigration, also affecting population.
