Here is another idea - take the average quality of the equipment, health status and edcuation levels of the country into account when guaging this experience level - and also previous combat - warring countries would have slightly more experienced trooops against non countries. This would create a slight offsenive advantage - but at the same tiem if it is a captured country this would be reduced by having rebel sympothiers within the corps not fighting as hard as if they had come from their home country
This could also tie in with high tech miltary equipment (12 months to buy - very expensive to equip and man and support) and when those units are destroyed slightly more casulities are taken.
