I may have come off as being against the idea, but I would like being able specialize your country to reflect how you want to govern.
A simplier, and alternative way that may be more feasible for W3C to do is that it could be with a simple Priority Setting screen like that for Education.
You would have the breakdown of what is important to a country and have different priorities to each category. Making it have to equal 100% would be ideal, but with W3C... You would be prompted to do it once after your newb protection is gone. That way newer players would have a feel for how they want to play the game and it couldnt be abused by going back and forth.
Birth Rate - 10
Military Cost - 5
Military Effectiveness - 25
Education Cost - 5
Education Effectiveness - 15
Hospital Cost - 5
Hospital Effectiveness - 15
Transportation Cost - 5
Transportation Effectiveness -15
The higher the Priority the better/cheaper it would be. It could also be something that other people cannot see, that way your strengthes/weaknesses arent widely known unless someone uses the upcoming Inteligence Agencies. Why not tie in something I dont foresee as being all that usefull as well.
