No the point about quoting a company on stock exchange is different. You can still have a Limited Liability Company that is not quoted on a stock exchange. In the UK we differentiate by the suffix after the company name. So "John Jones Services Ltd" would not be quoted on the stock exchange, but "John Jones Services Plc" would.
LLCs (I like the way we have already developed a sim Country abbreviation distinct from the UK suffix "Ltd" or the US one "Inc") are essential if we are to make the game more realistic where people will take more risks!
