the game as it exists presupposes that all countries are neo-liberal type governments with access to an unrestricted free trade market. this removes a certain amount of strategic planning and ideological control on the part of the players over their countries.

i suggest that new categories of government types are introduced, each with their own pros and cons. this will satisfy the many different types of playing style- warrior or economist, or a mix of both. it will also satisfy the idiosyncracies of all players.

players could start with the standard REPUBLIC government type. new players could have 100 months to choose to change their government type for free. this could only be done once. after 100 months, government changes could only be done with a huge amount of civil unrest and corporation damage.

i suggest the following government types, each with it's own different features.

FASCISM
- higher birth rate
- faster attack rounds
- much higher maintenance costs of weaponry
- more destructive rebel attacks
- more effective counter-intelligence units (when that feature is introduced)
- higher war index
- less corporation production

COMMUNISM
- reduction in welfare level
- less destructive rebel attacks
- reduced unrest
- much lower corporation production
- more effective military intelligence and espionage (when that feature is introduced)
- lower welfare
- lower limit for minimum health, transport, education, social security before unrest
- lower military maintenance costs
- higher material purchase cost for corporations

REPUBLIC
- higher corp production
- increased limit for minimum health, transport, education, social security before unrest
- more destructive civil unrest
- faster attack rounds
- higher military maintenance costs

DEMOCRACY
- much higher welfare
- higher military maintenance costs
- unrest over war damage suffered
- less effective offensive military
- much more effective defensive military
- slower attack rounds
- more destructive civil unrest
- increased limit for minimum health, transport, education, social security before unrest
- more effective education system

TYRANNY
- higher birth rate
- no minimum limit for minimum health, transport, education, social security
- less destructive rebel attacks
- lower military costs
- lower corp production
- lower government costs
- lower war index
- less effective education system
