I agree with Hippie.
Convering GC into cash should only be allowed when those GC have been bought with real cash initially. This way W3C isn't paying players for the privelige of them finding ways to extract or rort GCs from their empires. It minimises extortion attempts between players because countries have no cash value. Game changes that negatively impact the assets or populations of countries will be greeted by the gaming community with fewer demands for compensation (along the lines of "that change has cost me money, you owe me").
