It used to be that salary changes had a much stronger effect on production level. Salary levels still are the only factor that have an effect on production level, but it is unlikely that astronomic salary levels are desireable anymore.
As someone who had fairly high salaries at one point, I found that at some point, raising salary levels didn't change the salaries paid, but it still increased production level. A plateau like this still probably exists, but it would probably cost an arm and a leg trying to get the salaries high enough to exploit.
