They(W3C) are working on a feature that allows regular hospitals to be converted into clinics for the disabled. And in the future the number of disabled in your country will affect your score. I believe it was posted in the May updates and they said it would take some time to implement.

For the retired, just have very few(none is more effective) hospitals and they will die faster and fewer will live to be 65+. But your population growth will decrease too. I wouldn't recommend it and it will cause riots if your fin index ever rises above 150(happened in my third country for a month or two). I know having them costs soc and they just inflate your pop numbers but they come with the country and a good health system so I all I can say is they are a small price to pay and I don't mind have them.

And for housewives, all I can say is why cut down on them? They are the ones really contributing to your population growth. While ingame they may not contribute as much as I wished they would, a housewife is usually(should be ingame) more able and willing to have more kids(I'd hope so if they chose to be a housewife) than a two income household where one-two kids is the norm because two income families want more money and more kids just cost more. It doesn't make sense to me why someone would want to reduce that number. Asking how you could increase it makes more sense to me. Its just too bad you can't increase it though.
