Actually, it's possible to observe salaries changing by more than 3% per month if the salaries are controlled by the automation. I had corps that jumped up by about 15% per month because the salaries were controlled by the automation. Generally it's not a good idea to let the automation control the salaries, though. That was a freak case--more often than not the automation will do close to nothing or cancel out most of your manual increases.
Also, if the salaries are below a certain threshold, you can increase the salaries by 10%. However, that threshold is very low (well under 100), so it is hardly ever useful.
