Long, long ago (well before resets), in a land far, far away (called SimCountry), raising salaries greatly increased corporation productivity, but it didn't change the amount of corporate spending. This bug was used by several very good players to make enormous profits in the corporations. Rules changed, now the corporations with extremely high salaries had to pay their workers. Avalon had a country, once, called Twelve Monkeys. After the rule change, the corps he had had such high salaries that they couldn't possibly survive. He renamed the country Dying Monkeys. That country has some other history with another president, but that's a story for another time.
To make a long story short, at one time, extremely high salaries were very beneficial. High salaries are still beneficial, but with the recent rule changes, they are less important than they were a few weeks ago.
