Last I checked, which, granted, was a long while ago, reducing the education priorities too far resulted in a lowering of the education index. At that time I had a huge surplus of every kind of professional, and I was trying to slow down the rate of graduations so I could get more workers. I don't know if it actually helped or not--I gave the experiment up before I could get meaningful results. I don't remember for sure, but some Universities might have closed as a result of my experiment. That might be why I ended it so quickly.
