It's a bit tricky, though.

First, you need to reserve the production you want to contract for. Reserve 145,306 of your electric power for contracts.

Second, from (the same) electric power corporation page, select "Sell directly to corporations...."

You will then be prompted to select a country, type the name of your country in the box and click the accept button

Select the company you want to sell the power to from the list of companies in your country. ALL companies in your country will be listed, even privately owned ones.

Enter the amount of power the company uses monthly, and accept it. The radio buttons default on "until cancelled," which is usually best.

After you have sent out the contracts, you will have to "sign" them for all of the companies that you own. The system doesn't always update the corporation page immediately, even if you refresh your browser. Therefore, the best way to sign them is to open your messages. You will see one for each contract you initiated to one of your companies. Click on the company name, and accept the contract in the window that opens.

Your index improves somewhat when you do all of this.
