What would even things up Badkarma was if attack limits were scaled to the comparative sizes of the countries. A 60m country attacking a 6m country would have its attack limit reduced and its defense participation rate reduced as well, and a 6m country attacking a 60m country would have its attack limit increased. A direct scaling of factors would probably be too severe, maybe a 50% scaling would be more reasonable.

So taking the case of a 60m vs a 6m conflict, the 60m country would have its attack limit reduced to 20% of normal, and only 10% of its defense (and its federations defence) would participate in combat, the 6m country would be able to attack with 5 times the normal limit and all of its (and its federations) defense would be able to participate in combat. The larger country can still wipe out the smaller country, but the smaller attacks it is forced to do will significantly increase its combat losses, and the smaller country can actually make a dent in the larger country because it is not up against a massive defence with each attack. The 60m country's defences though being weakened still have the resilence from numbers that the smaller country can't match, the war will be won by attrition rather than by overwhelming massacre.

Such a change would mean that large countries would need to keep a similar percentage of their population in a solely defensive military role as smaller countries. The introduction of scaling would mean that large countries are better off waring against other large countries where force scaling is less of an issue. Large countries would also face the threat of war from smaller countries, a threat to which they are almost immune now.
