It would take very little ammo to take out a C3 corp. You figure, there are maybe between 3 and 10 state corps per C3 on average. Multiply this by about 1000 or so on Golden Rainbow. You're looking at wiping out about probably 6000-7000 corps.

That's alot of corps that would be gone. The cost to take out one of these corps, is maybe a few billion at most? Doing the math on this, means altogether, it would maybe cost 50-100 Trillion in ammo, and that's if all C3's were hit in this manner. That's about what JUST General Dirt has lost in ammo value.

I think it would be worth it to go about this, Dirt, from a numbers perspective. To be effective though, you'd need to hit a bunch at the same time (so they aren't rebuilt that fast).

In addition to this, if a large group of people kept decs going on most of the C3's on the world, then it would be difficult for new players to join, which in turn would harm the GM's ability to get more paying members in the future.

Level 3 Boycotts on a large amount of C3's also might be effective, since you can have up to 100 active boycotts at a time.

I think these measures all combined might lead to the GM listening to us. We also need to get a concrete list of things which need fixed. Thinsg which EVERYONE agree needs fixed. If we only have 2 or 3 people saying something is broken, they won't listen. If we can get 100+ saying something is broken, they're much more likely to listen (EX: HLW problem).

I hope my ideas are constructive and detailed enough, most of this is just expanding upon what others have came up with, and what we discussed in GREF (Zeba presented our list before).
