Hat, I know from bitter experience that CEO corps can really screw a country.

Admittedly this was long long ago, and the game has implemented some measures to reduce the likelihood of such things happening again, but I'll explain it anyway. My country was small and didn't have a lot of high tech employees (nothing I did wrong, its the way the world was back then, and techies were very hard to train), my country had better than 95% employment and a CEO built a high tech corp in my country it was computers or software if I can recall. In those days CEOs didn't need approval before they built, and the CEO began to rapidly up salaries (faster than I could, no target salaries back then) and to upgrade his effectivity (further exaccerbating my dilemna). This one computer/software corp then proceeded to suck high tech seniors out of my other corps, some of which only needed 5 high tech seniors for full employment. Within about a year my country had 60% unemployment and its finances were crippled, most of my corps were making losses themselves now, because they were producing nothing (back them hiring could drop to zero) and still had debts to service. To make matters worse the CEO corp wasn't making a profit, and was contributing no income to the country. 60% unemployment was inflicted on my country because I as a president had no control over the CEO corp's actions, and I lost control of my workforce.

This prompts me to add:
7. CEO corps in a country can employ no more than 20% of the workforce in each worker category.

There have been game changes to reduce this sort of thing from happening now, reset countries having a larger pool of high tech workers for one. The lack of control still remains a potent issue though, particularly as CEOs get reset and their become unmanaged.

Clear Hat Of Wonder, even you running a country filled with CEO corps all running at a loss couldn't make a go of your country. Not even with the piddling wages you delight in paying your government employees.
