about protectorates. W3C recently stated in response to a poll (amphibious marines) that they are planning to introduce the feature of building bases in enemy territory. a natural extension of this is the right to build bases in friendly territory. they could allow this to be done and include a negotiated payment between the countries (the US pays compensation to germany and japan for having troops in their territory, but the saudis payed through the nose to the US for beating saddam back in the first war). actually, i heard hymy suggest the same thing many months ago. :)

@hymy- the biggest flaw with common morality is it's failure to address the existence of people who commit evil and are *happy* about doing it. socrates was wrong, good is not it's own reward. just ask HR.

this is a very open-ended game, so different people have a different judgement of what constitutes 'success'.
