Well, cuttting back to 13 states might increase competition at the state level, but it would be a disaster at the federal level.

Look at the progression within one of the parties. You tend to start local, move up to state level, then up to the federal level.

Under the 13 state plan, you got a ton of people getting funneled into the a bottleneck. Now you only have 13 governors and 26 senators at the federal level. Note that the vast majority of our presidents have been governors or senators. You have essentially lost more than 100 potential candidates for president every cycle.

And frankly, as the presidency is the single most important individual position in the US, I want a lot more people able to compete for it. Even with our current system we still end up with lame candidates like Bush, Kerry, Gore, and Palin....can you even imagine what kind of garbage we'd end up with if we eliminated 2/3 of the candidate pool?

I frankly like the fact that our executive is not bound to the will of the legislative branch. There are times when action by committee just doesn't work very well. Occasionally someone has to have the power and responsibility to make the tough/unpopular decisions without being able to be tossed out of office ahead of schedule for it.

Checks and balances and staggered terms were frankly brilliant ideas on the part of the founders. No one branch can be all powerful, and even within the branch and the party controlling the branch there is a disincentive for excessive unity....the guy who is up for re-election is more concerned with his own survival than with toeing the line of his party, and that is one of the things that makes two party rule barely tolerable in this country.
