You essentially ensure a 2-party system when elections are decided by first-past-the-post elections like the US has...look up "Duverger's Law" for more info on this if you are curious. Essentially it boils down to voting for the weak third party is a total waste, thus third parties whither and die (or at least never become any sort of threat). If a third party should ever rise to significant power, one of the two 'main' parties is likely to die off.

To get true multi-party system, you need proportional representation, where voting for the small party is not automatically wasted.

Obviously there have been flukes....1824 being the big one in the US, and India for example has many regionally-strong parties in additional to the national parties. But some speculate situations like India would shake themselves out to a two party system given enough time (a couple centuries maybe).
