I know a world where CEOs cannot even read what we wrote here ... and not because they may not be interested in what you are "playing" (in sim) like they play in the in their own lives, but more because they are Nutts!! ... haha, yes we are saying too much about CEOs problem that finds its solution only in the hands of the admin (and staff) ...
I suggest Jonni (my straight address to his name is determined by the length of this boring side of our game called "CEO", length counted here, this time, in replies and most of all in "minutes to read it") a better economic part-time game than currently CEOs-game is trying to implement into our players lessons about world (similar as much as possible to the real world).
I suggest firstly:
-- let players join economically aggressive groups as they do in federations (even if that is mostly for defensive purposes), groups not really needed to be related strictly to same federations;
--- lets introduce in the game the economically aggressive skills ... I think a Marketing Spy game option can be enough fascinating and able to generate internet traffic too;
--- as soon as the skills of an individual player or a group will allow, these will open corporations in several enemy countries without asking the permission of the president, but ...
--- as soon as the presidents realises that large parts of their countries workforce is, lets say, wasted in such private corps built without their permission, they will call back to orders his people trying to restorate the old order in countries ... In our games terms these will happen through an "easy negotiation algorythm" between their presidential side and the private corporative side (represented by enemy players, in our game), well ...
--- if the secretly preserved marketing skills of the "CEO-LIKE PLAYERS" are stronger and ranks higher than the targeted "economic reputation" from countries where "private corps" were built or similar "fields of activity" were opened ... then the presidents will not be able to TAX their activity and nationalize it. And the CEO-like players win!
--- ... but if the country is stronger at the same skills than the new CEOs, their coprorations will be immediately / instantly closed or ... for a draw score, these will be bought at low costs.

Jonni, spying and talking about will make the CEOs game more atractive ... plus the prudent and Active presidents will not be bored anymore by CEOs cause their corps will be immediately closed as soon as were discovered :) THAT'S ALL ... JUST LIKE THAT!
