You're going to make me write an defense of my own joke? Oh well...

I can't say with accuracy how common "Present" voting is. I won't try to "recall" things either.

But, lets say that it IS common in all legislatures, and over 80% of legislators cast that vote on a regular basis. Does that make you feel better? I don't think pervasiveness is the issue here. If 90% of Senators add pork to a budget should we just smile and affirm their decision?

So Obama voted "Present" only 3% of the time(Google is much friendlier than recall), who cares right? Most legislation is BS (what will be the official mascot of the new downtown assembly center...).

So less than 50% of legislation is that which really matters to the populace. Much of that isn't very controversial (setting aside funds to build an orphanage or give teachers raises). How many "Present" votes do you find there? Probably minimal. That's because "Present" votes are used during those few times of actual controversial votes (such as those mentioned in the article)where a lawmaker has to actually make a decision and take a stand. The qualities we generally assume of a leader are decisiveness, integrity, action, etc. "Present" is a cowardly way for a politician to remove themselves from an issue so that they don't have to be judged by their decisions or beliefs. You can see how 3% becomes quite more significant from that perspective.

So lets say 80% of lawmakers vote "Present" 3% of the time. Do you define leadership by majority behavior? I'd prefer the person who has the qualities I mentioned above. But everybody has their idea of what a leader is I suppose.

Now, tell me something else you "recall" and how little sense I make....
